The Application of Agile Methods in the systemic structure of Sesc Rio

To achieve the objectives, it is important to know the particular characteristics of Sesc Rio and its operational reality, survey the existing monitoring systems and present some concepts of the agile methodology used to improve the institution's existing systemic structure.

The Social Service for Commerce (SESC) is a private institution created in the 1940s, and its mission is to supply the deficiency of public services. It does so by offering commerce workers, their families, and the general population access to education, health, culture, leisure, and social assistance. Since its creation, it has contributed to providing a better quality of life, well-being, and an improvement in the standard of living of Brazilians.

Social organizations must prove their efficiency, effectiveness, and economy in the management of public resources. Managers, the government, and society need to know clearly and transparently how the resources received are being applied, and what benefits are generated by the activities developed for society. To meet the requirements of regulatory bodies and justify their existence, Sesc works with specific measurement criteria for each type of action carried out.

The complexity of Sesc Rio's information and records system resides in the high number of subsystems created according to the specific demands of the institution's managers in different periods to reflect the multidimensionality of Sesc Rio's performance. Together with the institution's information technology management, the following subsystems were identified by 2020:

a)    Systems linked to the national regulatory body: Statistics System (SES), Work Program System (SPT), Customer Relationship Management (CRM).

b)    Multi-purpose system that incorporates information and approval management: Activity and Event Schedule Control (CtrlPAE).

c)    Programmatic systems (specific): Sports Activities System (SAE), Educational Activities System (SAED), National Hotel System (SNH), Tourism System (STUR), Dental System (SODON).

Based on this survey, the institution developed the Planning and Execution System (SPE), using the agile Scrum methodology, to obtain greater control, an integrated vision, better efficiency in processes with a reduction in rework, and consequently, a reduction in costs and increased productivity.

In Scrum, the project is broken down into small parts, called Sprints, which must be developed, validated, and revised in short periods (usually monthly), generating a greater perception of the value and usefulness of the product for the customer and adapting to changes occurred throughout the process.

The SPE started to work in an integrated way from 2021 and merged the functions of the old SPT, SES, and CtrlPAE, transforming three systems into one. With a view to the next steps, integrate information from specific systems in this tool as well.

The agile method proved to be very useful throughout the development process of the Planning and Execution System and will continue to be used for the next phases of the Integration Project between the systems used by the company.
